Abstract

This study aims to assess the effectiveness of strategies, policies, and support offered by Bank Indonesia for the growth of Small and Medium Enterprises (SMEs) in the Financial Technology (FinTech) sector. Using qualitative methods, thematic analysis, and frequency analysis, this study highlights the existing gaps in research on institutional support for SMEs during the digital era, especially within the Indonesian framework. A significant contribution of this research is the detailed exploration of SMEs' perspectives on the support they receive, focusing on areas such as infrastructure, digital literacy, and regulatory frameworks. Findings show that SMEs are generally positive about Bank Indonesia's initiatives, despite challenges in technical, administrative, and networking aspects. In addition, this research proposes actionable recommendations for Bank Indonesia and other relevant bodies to improve FinTech infrastructure, increase awareness and education, and revise regulations to better facilitate SME development. In addition, this research lays the groundwork for future longitudinal and comparative analyses to measure the long-term impact of Bank Indonesia's policies and to create predictive models that can pinpoint important elements that influence the use and success of digital payment solutions among SMEs. In addition to offering policy insights for Indonesia, this research also contributes to the broader global context by understanding the role of institutional support in advancing SMEs in the FinTech industry.

Author Biographies

Cakra Wirabuana, Universitas Indonesia

Cakra Wirabuana is a technology professional, holds a bachelor's degree in electrical engineering from the University of Indonesia and is currently pursuing a master's degree in computer science at the same university. Joining Bank Indonesia since 2012, he has contributed significantly in technology projects, particularly from procurement to network operations until 2018. In February 2023, he was promoted to take care of technology infrastructure development, implementation, and maintenance at Bank Indonesia.

Betty Purwandari, Universitas Indonesia

Betty Purwandari is a lecturer, researcher, and practitioner of information systems and software engineering at the Faculty of Computer Science, University of Indonesia. Since 2018 she has been mandated as the Head of the Master of Information Technology (MTI) Study Program. She served as Director of Information Systems and Technology (DSTI) UI from 2015 to 2017. In 2016 she received the UK Alumni Awards for professional achievement category.

Imairi Eitiveni, Universitas Indonesia

Imairi Eitiveni is a faculty member and researcher in the field of Information Systems at the Faculty of Computer Science, University of Indonesia. She also serves as a consultant manager at The Center of Computer Science, UI, and is involved in various IT projects in the field of strategic digital transformation and IT governance. She holds a Ph.D. degree in Computing and Information Systems, from The University of Melbourne, Australia.

Erisva Hakiki Purwaningsih, Universitas Indonesia

Erisva Hakiki Purwaningsih, an information technology researcher, has a master's degree in the field and is completing her doctoral studies at the Faculty of Computer Science, University of Indonesia. Her career began at the Indonesian Ministry of Communication and Information Technology in 2009, and she also has experience in the same sector in Egypt. Her combination of academic education and international experience makes her an important figure in IT research on the national and global scene.
